(why) Reply by Magistrate of the Sun. on (Sin Ngan) District to the Viceroy.
"I have received the instructions transmitted from your Excellency respecting the case of Piracy detailed in a despatch received from the British Consul on the 9th March (Despatch quoted in full), and having taken immediate measures in obedience thereto, I desired Sergeant Chang to proceed with a force of Soldiers and Police to the village of Sum Tien, for the purpose of arresting the offenders. This officer has now returned and reported to me in person as follows, viz:- that the case
